Isabelle may have been a good mother, but Wanda Lensherr would never know for certain. She and her twin brother, Pietro, were taken from her at a very young age by their father: Erik Lensherr, aka Magneto. He raised them as part of the Brotherhood of Mutants, but with the intention that they serve the same path and goals as he, rather than as a father. He viewed the concept of familial love as a human weakness. The lack of affection or even proper care led to the two seeking solace in one another, leading to a strong bond that would last even into adulthood.
An intelligent young woman, Wanda spent time in university and even earned a master's degree in mathematics. This, largely to supplement her probability powers and to aid her in calculating probability on the fly to improve her control of outcomes. Her training with the Brotherhood also led to a measure of physical prowess that most would not know, though she often downplayed it (and still does) in day-to-day life.
As her father's daughter, Wanda (known as the Scarlet Witch) operated in the same vein of mutant supremacy and undertook operations with the Brotherhood frequently. It was not uncommon for this to put her at odds with the X-Men and other 'good' aligned agencies. For all her mistreatment in her formative years, she had been brainwashed enough to believe in her father's goals. Mostly. During an operation in which Magneto was seemingly killed, Pietro and Wanda stepped up to take his place as leadership for the Brotherhood. In their capacity as leaders, they attempted to take a more pragmatic view of their goals. It led to a more balanced relationship with the X-Men; even aiding them on at least one occasion.
In this, the twins became members of the Ultimates… albeit in a secret capacity, due to their terrorist past. They operated on a number of missions outside of the public eye. Those in the Brotherhood that found out largely rejected them and when Magneto returned and revealed himself to be alive, he hunted them down. Upon finding them, he hurt Pietro and left Wanda to watch. In this, they severed their ties to the Brotherhood and became full-fledged members of the Ultimates.
Scarlet Witch operated with the Ultimates for a number of years. It was with the Ultimates that she discovered an ability for magic as well; inherited from her mother. She does not have the mastery of those abilities that she does over her 'hex' powers, but it is something that she has been working on extensively and seeking further instruction in. Life was well and she had even begun dating… until an ill-stroke of fate saw her shot with a Stark Industries bullet that was attuned to her DNA. Well, she thought she died. Instead, she's woken up in a world that seems so similar and yet… so different.
By and far, the Scarlet Witch has a control over her emotions. A learned trait thanks to her father, she tends to bury everything and approaches situations with a measure of control beyond many. This can make her appear aloof and standoffish to those that don't know her.
In combat (whether it be political or physical), the Scarlet Witch can be very focused. Not single-minded, no, but she can push most everything else aside to handle the situation at hand. It's supplemented by a learned ability to multi-task within a general arena (such as handling a number of proability altering hexes in the midst of a frenzied combat).
Being raised by Magneto, leading the Brotherhood for a time, and her own self-esteem and a strong understanding of her own strengths and weaknesses, Wanda is a very confident woman. She knows who she is, what she is, and what she wants. It takes a lot to get under her skin to break that confidence and few are capable.
Knowing well how fleeting life can be, the Scarlet Witch isn't prone to long-term plans. She lives very much in the moment and takes advantage of what she can, when she can. It's uncommon for her to look to the past or to the future. It can lead her to appearing flighty at times, but her confidence makes it more of an optimistic, comfortable demeanor.
One negative aspect to her tendency to live in the moment and find a way to be comfortable no matter the circumstances is that Wanda can be prone to letting other people dictate her life. She lets few people 'in' and those she does, she tends to trust implicitly. This makes her prone to just 'going with the flow,' even when it leads to bad circumstances.
On the other hand, Wanda can be manipulative herself. It's never a long-term thing. She doesn't control and abuse people over an extended period. She's more prone to using leverage in the moment to get her way.
Between her intelligence, abilities, and the way she was raised… the Scarlet Witch may have become an agent of good, but she's never wholly let go of the superiority complex. While she now believes humans and mutants can live together in peace, she does still believe mutants are inherently better and this can come across in her demeanor at times.
To those that know her, Wanda can actually be a very kind soul. Beneath the layers and armor that were required to survive her early years is a woman who seeks companionship and happiness in others. In the same way that she's content to live in the moment, she can be prone to doing things for those that she considers 'friend,' be it putting herself in harm's way for their sake or simply buying a gift 'because.'
The Scarlet Witch has known loss. She was taken from her mother at far too young an age. Her father never showed anything resembling care or affection. The Brotherhood turned on her and Pietro. She's now woken up on an Earth that isn't her own home and despite familiarities… She doesn't actually know anyone and it's led to a very isolated woman.
Wanda died. Then she woke up… on a different Earth. Oh, it looks the same. There's even familiar faces. And yet it's not her home and nothing is quite right. It's Uncanny Valley. Maybe it's Heaven. Maybe it's Hell. But Wanda knows for a fact… death is just a phase.
Wanda is motivated by a sense of 'perfection.' As in her own. She wants to do better, be better, and excel. The Ultimates gave her a purpose in helping people, so she gave that her all. Whatever she does, Wanda wants to be the best.
Upon arriving on 616 Earth, Wanda's initial goals will be to find those that she knows. Actually knows. Surely someone else exists… Or at least someone who knew her well enough in their time that they can figure it out.
Wanda can affect the probability of things around her. Whatever she sees within line of sight and can calculate the probability of, she can affect. Be it causing armor to unravel at the seams, the air to compress suddenly in a controlled explosion, or so simple as causing someone running to trip. This power goes beyond the ken of simple luck (or lack thereof for the target) and goes into reality manipulation. There is a greater difficulty in it, but she has altered the very makeup of things. She can manage a handful of these calculations at a time… when well-rested and alert. In less-aware or altered states, she may struggle to even manage one 'hex.'
A well-practice alteration of probability and reality, Wanda is able to grant herself flight. This works only on herself, largely due to the practice and needing to be at the 'center' of it to continue the calculations. She can do it for others, but it's more likely to go awry and if they go out of her line of sight, the manipulation will end.
Much like her ability to fly, Wanda has practiced enough over the years and memorized the majority of the probability calculations to allow her to teleport. When teleporting herself, it is with a very exacting precision. Teleporting others (or items) is not always as perfect. If she has time, she can manage relatively well. If not, she tends to avoid it for all the risk. Teleportation is also limited to line of sight, but when teleporting herself, she can use it to evade most attacks or to simply do things like cross a field, move herself from land to a boat, or even something like a plane.
This ties into her innate magical ability along with the probability manipulation. They are sudden 'bolts' of energy that can be thrown. Without the extensive calculations, they tend to simply explode on contact. However, aspects of the environment can alter the outcome. Near a large body of water? Perhaps it explodes in a torrent of water. In the deep woods? Perhaps the target becomes covered in constricting vines. She can throw a number of these at once. How alert/capable she is (much like with her general manipulation) can dictate how many times she can do it consecutively and how accurate she is.
Inherited from her mother, Wanda is technically a witch. This has affected her probability manipulation all along, likely (see: Hex Bolts). She only learned of her magical ability relatively recently and has not had full training in it. For Wanda, it manifests through her manipulations, but plays more upon the energy around her. She works with the traditional elements of the witch, such as the elements and nature. She could likely be taught to do much more with it than modify her probability alteration, but she would need a mentor.
Growing up in the Brotherhood, Wanda was trained in physical combat from a young age. As such, she is at or near the human peak for physical prowess for a woman of her size and age. She is quick, dexterous, and capable of multiple forms of martial arts. None of this is superhuman (though she can use her probability to alter it if need be), but it does make her a strong combatant.
Wanda actually has a Masters in Mathematics. Already an intelligent woman, she has studied to an extent that allows her to calculate probability on the fly, in the thick of combat. This puts her to a fairly elevated level when it comes to someone with intellectual studies. By the nature of her studies and program, she's also fairly proficient with computers (though only to a level of basic programming).
Within this setting, Wanda Lensherr actually has a decent backing already. Bank accounts, decent credit rating, and so on. She hasn't found the background of herself in this reality yet, but she found herself here with a nice apartment in Manhattan, a hefty bank account, and a decent credit rating.
Wanda is trained in a variety of martial arts. Due to being trained from a young age and in such a rigorous environment as Magneto structured, she is quite skilled at them as well. Primarily, she knows: aikido, krav maga, systema spetznaz, and tai chi (though the latter primarily for the relaxation and meditative aspect).
You have to have a level of dedication to pursue a Masters in Mathematics. Wanda has the focus, dedication, and skill (yes, it can be a skill!) to study and research topics.
With her years operating in the Brotherhood and then with the Ultimates under S.H.I.E.L.D., the Scarlet Witch has the skills of a trained covert agent. She can handle basic disguises, tactical plans, and operate under the radar both domestically and abroad.
Wanda has been betrayed enough times, by people close to her, that she finds it difficult to trust. It's not that she doesn't want to, but she tends to be scared to. She's also had groups (such as the Brotherhood) turn their back on her when she thought she was doing the right thing. It's a person who once had hope reaching the point where they dare not for risk of being hurt again.
Some of the 'programming' from her time with her father in the Brotherhood still persists. The Scarlet Witch tends to view non-mutants as lesser beings and though she strives to be a better person, some of that behavior still persists. It usually surfaces in things like giving regard to someone's opinion or her immediate (before she gets to know them) treatment of them.
When magic involves itself in her powers, they can be unpredictable. The Scarlet Witch is still learning how to control and use her magic. This becomes worse if she's tired, injured, or otherwise unable to operate at a solid mental capacity.
Because she was largely brainwashed early on in her life and struggled to find grounding once she left the Brotherhood, Wanda does not handle being 'alone' very well. She can very much be codependent and even a bit needy for companionship. This can lead her to flirting heavily to find such a partner… even if it's not the best choice.
